`Compiler tools not found` reported on network issue

This is a failure of the GET request due to connection problem, which I fixed by setting an https-proxy. But the Atom UI reported Compiler tools not found.

How did you solve this problem?

Setting https-proxy to one of mine that's over the GFW. This issue is to report that the UI error message is inconsistent with the actual cause.

这要怎么解决?一个插件都安不上 ping了之后一直显示超时。。。
