[Feature] tool-bar manager UI

It would be nice to have a simple GUI which allows customizing the buttons of tool-bar

What I have in mind is a GUI like this inside Toolbar that allows customizing the buttons. It does not matter where these buttons come from if it is in Toolbar itself. It can manage all the buttons.

That would be really nice! How would you like to add this UI? The default Atom config UI won't allow such a complex interface if I recall correctly.
