Duplicate incidents are displayed in Quick Access when user presses 'Create Incident' twice

If a user presses Create Incident but they haven't entered a Sensitivity option, then enters a Sensitivity option, then presses Create Incident again, we won't create two different incidents, but the incident will be displayed twice in Quick Access. Both have the same ID and attributes are 'synced' across; the incident is just displayed twice. Screenshot 2023-06-05 at 12 30 29 PM
