Notifications for which user doesn't have permission shouldn't display

I think now that sharing is easier and permissions are more dynamic, we should work on hiding notifications entirely, instead of displaying the "You do not have permission to see this update. The incident may have been removed, you may have been removed from the project, or the update may have been hidden." note.

In the long term I agree, but doing so is quite complex as we'd have to go through and delete all the notifications from projects they were removed from — doable, but I think not worth the complexity rn
