Remove 'Ready for Review' and 'Completed' incidents from non-privileged users' suggested incidents on homepage

Once users have marked an incident as 'Ready for Review' or 'Completed', they no longer need to see refer back to it, and so it shouldn't be an auto-suggested incident.

I'm not actually 100% sure this is the case. Could this be over-fitting to a particular workflow? I think this is true for most GAP volunteers, but I don't think this would be the case for self-service Atlos (e.g., people running investigations based on the data — in their case, it's actually completed incidents that they want)
