[Roadmaps] Create artefacts in Jira Portfolio

The Jira Portfolio features of this library are limited to Get functions. To be effective in setting up and managing Jira Portfolio Programs and Plans, the API needs to be extended to support new features

Proposed new APIs

• Create Portfolio Plan ** Build new plans programmatically
• Update existing Plan ** Apply new user groups to the plans permissions programmatically
• Create Themes ** Use case is that we want consistent Themes across a number of plans with different % per plan
• Apply Theme (passing JQL and Plan ID) ** Use case is to have the same Theme applied to the same Jira tickets appearing in different plans.

Hello,

We are using SAFe and have two different types of Jira Portfilio Plan - Release Train (long lived) & Project (short lived).

There are new projects every ~3 months which last for ~12 months - There are 140+ project active at any one time. The ability to create consistent portfolio plans based upon a scripted template is critical to our reporting.
