Nick enforcement timeout not reset across connections

Found this one while experimenting with a bot on Libera:

  1. Enable nick enforcement with a 30 second delay
  2. Connect, identify, disconnect, reconnect before the 30 seconds expire
  3. NickServ now says you have 30 seconds to identify, but enforcement happens when the first 30 second delay expires
