cs_safeops.c: give ops to channel operators in the event of a services shutdown

With this module loaded, ChanServ will give ops (or half-op, owner, admin for networks that support it) to users with the appropriate ChanServ flags so that channel operators will have their privileges in the event of an extended services outage.
