Define and clean up Cog structure

The current layout of code for the bot has commands organized into Cogs. However, that organization is poorly defined and each Cog houses far too many commands as it is. Ideally, each Cog should relate 1:1 with a specific feature of the bot, and should only house commands that relate directly to that feature.
