Visually hidden programmatic headings

Are offscreen programmatic headings a WCAG 1.3.1 failure? The programmatic structure differs from visual structure.

offscreen programmatic headings are NOT a 1.3.1 issue, but should be tested for 2.4.6. Update 13.A Identify Content to include non-empty programattic headings

Note - 2.4.10 Section Headings (Level AAA) requires section headings. We interpret this to require an offscreen programmatic heading to be visible. So, an offscreen programmatic heading is NOT a Level AA issue.

Ultimately, the conclusion is that empty programmatic headings are not a failure of SC 2.4.6 nor SC 1.3.1.

This is in agreement with our SC 1.3.1 conclusion.
