grid line when moving

I've tried changing resolutions but unable to move without getting white diagonal lines that flicker when ever the screen changes position

Which GPU do you use? Laptop or PC? Which OS? Can you make a screenshot of the problem?

I'm using a pc with windows 10 with an r9 390. I'm attempting to take a screen shot but am having difficulty capturing the artifact.
