GPU starts working after few minutes of game runing
FPS goes down from normal value to below 10 after the game launch. I have to wait 10-15 minutes then suddenly fps goes back up to normal value and it stays up then. I spotted low or no GPU usage during tht lag. After those 10 to 15 minutes gpu goes to maximum load.
What's the issue?

Can you check if it happens in certain places @asasyn134 ? Like load some save from other place of map if you havy any of those. I have the similar problem in this issue - like literally 0.1 fps, 0% gpu usage etc.
Changing visual fx draw distance to 0 fix a problem, but removes all visual fx.
@Jurigag . That's not the case. It occurs on every place i the game.
@degenerated1123 Another thing I forgot to mention: During lag phase changing settings of gd3d11 does not have any effect on fps. Even disabling vobs etc
My spec: i5 6600k @ 3,5ghz MSI GTX 650 1gb SSD Transcend 128gb D370S
Today I've got GTX 1070. Clean instalation of latest drivers and nothing changed. Semms like it's not gpu related. Gonna dig more tommorow
Well if you think it somehow then write it here, maybe same solution will work for me because it's similar, only for me it's happening in certain places, for you as you wrote everywhere.

Also happening for me with Gothic 1 everywhere (with Gothic Reloaded Mod - @ThielHater pointed me here). Running on latest Windows 10 Insider preview (tried stable Windows 10, no change). My setup is MSI Ghost GS60-2PC (Nvidia 860m and Intel i7-4700HQ). This happens immediately after start, usually helps to restart the game. This laptop supports Optimus, but I set it to run on Nvidia card. Also I think there was Intel Driver update before it started to be so slow (if that helps). Cannot get the old one to run, because Windows almost immediately installs the new one.
