Two node seednode cluster: "Consensus not reached, Initiating rebalance"

when running the "AspNetGrains" example. it's common to see that one of the nodes complains about "Consensus not reached, Initiating rebalance" when the apps start up.

This is odd, as a consensus between the two nodes should be super easy and is just a matter of a few gossips
