Noisy logging during shutdown

When a system is shutting down, there are a lot of logs that could just be discarded. e.g gossip timeouts, various connection retries etc. which could just be ignored if the Shutdown CTS has been cancelled

The messages we're seeing errors for include Gossip loop failed I have been blocked, exiting ... Connection Refused to remote member ..., they are blocked
