Improve voting calculation script

Voting calculation script is buggy:

  • reruns increment artificially votes count
  • it doesn't add new tsc members
  • it doesn't remove tsc members that are no longer tsc members

but it is super hard to debug, we need to start testing and refactor - first will be isVotingWithinLastThreeMonths

This is parent issue, for a set of subissues - so do not work on this issue, look into sub issues
