We're ready to submit this working group proposal for TSC vote

Before submitting this proposal we:

• had 3 public calls to openly discuss the idea

  • https://www.youtube.com/watch?v=eQed8AKDlsM
• we took forward discussion about marketing plans (that were part of budget planning) and hired marketing specialist (@iambami) after interview that was supported by people that want to support this working group
• people in this WG are from various groups, some bring experience of contributor and maintainer, some experience of marketing experts working for sponsors
