internalChange and externalChange firing simultanenously

For some reason, when I click a link with a class of 'address' it fires off internalChange and externalChange simultaneously. Is this a bug or the symptom of another problem? I do not know where to begin looking for the cause of this issue.

Can you please examine the Events sample? I don't see that behavior there.

$.address.update() also fires the two events
