doctest-skip directive isn't working in docstrings

Is there a way to enable the directive to work in the docstrings, too?

It works fine in the docs rst files, but apparently not in the docstrings as I get this fail with ccdproc: https://travis-ci.org/astropy/ccdproc/jobs/70630227

@tinumide - I think this may also be a side effect for the new directive you work on. While the docstring examples for astroquery are a lower priority than the narrative documentation, getting the bottom of this may be a good enough coding stretch goal for later.
