Policy Docs contract: Nicole Foster

The CoCo identified a need for someone to help us out with organizing our governance and policy documents. A well qualified person (Nicole Foster) was identified who is already an employee of NumFocus. The Interim Finance Committee entered into an arrangement with NumFocus for us to get a portion of her time.

She is currently working with Erik and Kelle to prepare for the upcoming Governance Retreat.

(Maybe we keep this issue open while the contract is still active so we can keep track of everyone we have on "staff")
