Figure out workflow for cross-checking Astropy items in NumFocus books

We need to be sure the expenses logged on the NumFocus books are correctly recorded. Especially since we have several active contracts/grants, there needs to be a double check on at least a quarterly basis. At some point, we need to figure out the workflow for doing this.
