Cycle 4 funding: Moritz io.ascii
Issue to track progress of Cycle 4 funding request which was approved in #385 .

Money arrived at MIT this week, so I can start spending. However, that money came through a sub-grant that we started for #360 - and that means it has a deadline to be spend within 10 weeks from now (three of which I'll been vacation and can't charge anything to any grant), unlike all the other cycle 4 funded projects.

Work package one is maintenance work to keep current with js libraries shipped with astropy to avoid any security bugs that may be discovered in older versions of the library:

Work on astropy.io.ascii and related packages has started with triaging issues, that let to a number of issues to be closed after discussion as "won't fix" or "out of scope" (not listed here individually) and the following PRs:

After full accounting with all the overhead, administrative charges, my real salary and the current inflation rate, my exact budget request for year 2 is $ 28,363.93. (The original project description gives a rounded number which I estimated before running all the details through MIT's grant management system.)
The finance committee has approved $28,363.93 to be paid as a subaward from the NASA ROSES24 grant. We'll be back in touch once the NASA grant is fully setup at NumFocus to start the subaward process to MIT.
