Cycle 3 Funding: Homeier | General Maintainer

This issue is for tracking the cycle 3 project "Core Package Maintainer support for Derek Homeier". Budget is $42,240, funded from the Moore grant (please submit invoices here)

@dhomeier - clarification question: when you put in this proposal, were you expecting to also spend down the remaining funds you got in previous cycles, or should we free that up and treat this as essentially a revised budget from now on? (either way is fine, just need to know which you intended)

@eteq, I have invoiced NumFOCUS, and received from them, the total amount of funding approved in #194 in two installments in June and December 2021, so to my accounting there should be nothing left from previous cycles.

@eteq and Finance Committee, in response to the call for extended funding from 9 May I am updating my request by additional work to be done on specutils, primarily file I/O:

  1. As a follow up to astropy/specutils#1009 support more file formats outside of STScI applications, like examples presented by @kelle from https://github.com/dr-rodriguez/AstrodbKit2/blob/main/astrodbkit2/spectra.py#L92
  2. Ensure read/write roundtripping for a range of standard formats in FITS, and add a generic loader (read + write) for HDF5
  3. Support non-boolean masks as in astropy/specutils#685 (I may also be able to work on this under Aperio's STScI contract).

Depending on which/how many of these tasks are addressed I am expecting to invest 1-3 full-time weeks, i.e. 40-120 hours @ 120 $ / hr.

Hi @dhomeier — the Finance Committee has approved your request for an extension. We approved additional expenditure of up to 120 hours at $120 (US) per hour, for a total of $14,400 (US). Please submit invoices to the Moore grant as described above. We encourage you to invoice for all this work, including the extension, by the end of December if possible, and certainly not later than 31 March 2024.

Thank you for the approval! It would be helpful if I could invoice at least some part in very early 2024, but if that overly complicates things with the grant, I'd certainly try to get it done by December.

“Very early 2024” is probably before 31 March, so that should be fine. :-)
