Cycle 3 Funding: Starkman — Cosmology
This issue captures execution of the Cycle 3 project for @nstarman to work as astropy.cosmology maintainer (#270 ). The full text of the proposal is available here.
This project was funded to the level of $12,000 , funded from the NASA grant (please submit invoices here).

Hi @nstarman — to help us get things moving, please could you fill in the registration form at https://numfocus.typeform.com/to/umyusM ? This is necessary even if you've registered previously. Please feel free to use “dummy” data for questions that don't apply to your situation, and ping me directly if you hit problems.
(Note that you only need to do this once for Cycle 3 funding, even though you are working on more than project — you don't need to register again to describe the work in #319).
