create Admin position

Tasks which we could use some admin help with

  • keeping website up-to-date with roles
  • sending regular surveys to coordinators and maintainers
  • scheduling meetings
  • project highlights to NumFOCUS
  • keep emails lists up-to-date. #86

A week ago in the IFC meeting, you suggested that we don't need this role currently and in fact it might not be worth the time to train someone to do that. Should we thus close this issue since we do not intend to create that position now.

I would like to keep this issue open so that we can continue to collect ideas for what this position could entail. Also, the position is kind-of "open". So, while it's not super high priority for us to put together a job ad or anything, if someone wanted to step up and apply for it, that could be awesome.

I think it should stay open since there's no official role. @AnaGabela is currently performing the work.
