Adopt new code of conduct?

It would be good to add a section on the process of reporting a code of conduct violation. This could examples of different actions to report a code of conduct and examples of different levels of responses.

One thing some events have taught: we should consider making sure that non-egregious offenses should always come with a warning before actions like suspension of access/moderation etc.

We do need to do something about our CoC. The question is if we want to adopt what NumFOCUS is working on, or not. Until we've made that decision (and we won't until we know what their new version is), this is relevant and should stay open.
