Add User Permissions Table for Deployment Roles

The Issue or Context

• This table lists the existence of Deployment roles but it does not clearly answer the question of, "Is X permission in this Deployment role or the other?"
• The lack of table also breaks the standard for Org + Workspace roles, both of which have tables of specific permissions
• The specific Deployment permissions I've gotten questions about is hibernation

Fix or Proposed Change

I honestly would change this doc more structurally and do:

• Workspace roles section as-is but without the table
• Deployment roles section as-is
• Add a NEW section called Permissions reference that ADDS Deployment Admin to the table next to `Workspace Owner
• Adds specific line-item for creating, deleting, pausing, and unpausing hibernation schedules

Alternatively, you could just create a table in the Deployment roles section with the Deployment Admin permissions, but I'd worry that without the contrast to the Workspace roles it'll be hard for people to grasp the difference?
