The Issue or Context

We provide multiple features to support upgrading, but they are all described in different docs, and we don't have anywhere that provides recommendations for an end-to-end upgrading process

Fix or Proposed Change

New Astro use case doc that covers upgrading best practices, including how to use features like CLI upgrade testing, rollbacks, etc.
