The Issue or Context

The introduction to this procedure doesn't explain

• what the process accomplishes
• when a user would want to go through these steps
• why it is useful or desirable to use this procedure vs getting started in the UI or some other path

for example, it doesn't explain that after you install the CLI you can get started creating a project and adding your DAGs.

Fix or Proposed Change

• Add better description of the scope of the process and end state

• Initially discussed in 9/14 docs stand up
