Badges not loading

Description So I am trying to download a badge to decorate my 3ds. I successfully downloaded and installed it. But when I opened the "Decorate with badges" menu, It said "This feature cannot be used as you don't have any badges yet." Do I need Badge Arcade or something?

I'm using a 3DS XL (FW: 11.13.0-45U), and the latest version of Anemone. (v. 3.0.1.)
