Set up automatic generation of release notes

As part of automating the release process as much as possible, we could use GitHub's support for automatically generating release notes based on the details and labels of pull-requests merged between releases. To get the most value from this we would probably want to configure to exclude some non-user facing changes (for example updates to repository infrastructure) from release notes.
