pypi-install: disable tests

Hi and thank you for developing stdeb! It would be very useful to document a way to skip tests in pypi-install's manpage: sudo DEB_BUILD_OPTIONS=nocheck pypi-install packagename

Adding a --notest flag would be even better :)
