Rye with arguments without command fails

Steps to Reproduce

1. Create .env file
2. Run rye --env-file=.env

Expected Result

Should print help message (as rye without arguments does)

Actual Result

$ rye --env-file=.env thread 'main' panicked at rye/src/cli/mod.rs:122:9: internal error: entered unreachable code note: run with RUST_BACKTRACE=1 environment variable to display a backtrace
