Support clear cache when using `uv`

What are you trying to do with the cache? Clear it? Use a custom location?

Yes, sorry for the misleading header.
Generally it is useful if for some reason you edited the package and you want to reinstall it.
Willing to help on this one if you'd have time to write some minor guidelines...
I think this would be quite useful, at least an option to clear the cache completely, or ideally propagate the package-specific refresh flags from uv.
FWIW I moved to uv which has quite the same if not better dev-ex.

yep. I only missed the version bump feature though there is a PR for this
