Astarte Client: split validation APIs from management APIs

We should evaluate clearly separating APIs designed for validating JSON definitions of resources from APIs designed for managing resources.

This would allow the Dashboard to more easily compose the functionality required on pages that manage JSON definitions of resources (interfaces, triggers, trigger delivery policies) and provide an improved UX for those editors.
