Remove assimbly_reinstall.lock after deployment and instance restart

After a deployment, the reinstall of all flows in hindered by the existence of the lock file assimbly_reinstall.lock. The frontend shows that all flows are installed, but this is not the case.

The following files are now being deleted on reboot of the server:

• assimbly_reinstall.lock
• update_state_flows.lock
