libman command error

Steps to reproduce the behavior:

  1. dotnet tool install -g Microsoft.Web.LibraryManager.Cli
  2. libman
  3. See error

hostfxr.dll not found indicates it can't find the correct runtime installed (the libman CLI tool is a framework dependent app, not self-contained). However, libman has roll-forward enabled, so it should run with any installed runtime.

What output do you get with dotnet --list-runtimes? And is it possible you've set the DOTNET_ROLL_FORWARD environment variable to disable the config setting?
