Idea: fast data access APIs from the ground up

We have had some discussions about ADO.NET APIs possibly containing fundamental design issues that would prevent ever achieving the best performance.

For now just creating a placeholder issue here: we actually don't know that this is true and we don't know exactly what other API would be better, but we have some ideas...
