Measure performance of wrk in Windows Subsystem for Linux (WSL)

We should measure the performance of wrk in Windows Subsystem for Linux (WSL). If perf is equivalent to native Linux or a Linux Hyper-V VM, this would allow us to easily run wrk from Windows machines.
