Inprocess: Usability: Error event of mixed mode and multiple inprocess app should be logged in the first-trial only.

Currently we log the error event of mixed mode and multiple inprocess app when a new request comes. To avoid that many event errors, I think we should log only the first one.

Is this referring to etw or event viewer logs? I would agree with event viewer logs, but not sure about ETW logs.
