It's landed in rules_js now https://github.com/aspect-build/rules_js/tree/main/e2e/bzlmod

@kormide want to take a stab at rolling out to some of the dependents like rules_ts ?

I think we've done as many of these as we plan to currently. Can use issues on those repos for any follow-up work.
