Readable output timing

Bazel prints (19:29:48) INFO: Elapsed time: 4117.783s, Critical Path: 768.50s

What would be better:

• format the time better, print minutes or hours
• is this fast or slow compared with expected
• why did I spend so much more wall time than the critical path needed? basically tell me that the build spent a long time waiting for local resources due to --jobs flag or other controls
