Forward internal BES events to user specified BES server

At the moment we specify our own BES server and push events to it. Should the user pass in a BES server endpoint we should forward our events to the specified server instead of creating our own

We think this already works. @f0rmiga will take one more stab at validating that it already works.

Maybe just add fix-visibility plugin to something that's already reporting to buildbuddy.
