Add a command to send unencrypted messages

Currently there is no way to talk to an IRC channel member that has not yet joined the flute room. It would be very nice to have a command, say /flute send-to-nsa <msg>, that would circumvent the flute protocol and just send the message on the clear so that it is readable by anyone in the channel.

With this command room participants could communicate with other users outside of the room. This way they can explain to them, for example, how to join the room and use the flute protocol.
