Shouldn't download the same build more than once

It appears that when a build is flashed via ./flash_pvt.sh it is always downloaded, even if it has been downloaded before. Ideally we should never download the same build twice.

Hi, shell version has been deprecated, would you mind trying python version instead?

@wilsonpage we haven't moved on this feature since no efficient way to recognize and match timestamp of 'latest' PR is welcome :D
