Encode URL and Query after file not working

I have a file with the name 'fermacell-Vloerelementen%20%281%29.PDF.pdf' and I'm unable to access it through Image-Stream. Additionally, queries after the file name are not working. I've implemented Google Tag Manager (GTM) on my website, and it automatically adds query parameters to the URL. However, even with this setup, I still can't access the file. Could you please provide a solution for these issues?

PDF's are not supported. isteam is for images only.
