After turn off Mobile Data for the app, it still shows reachable via cellular

I turned off wi-fi and in the iOS app settings, off the Mobile Data option as well. Other apps can connect via cellular, but this app can not connect due to above setting. But it shows it can reachable via Cellular. Any idea?

I'm not entirely sure but can reachibility determine this from iOS? I understand reachibilities job to get from iOS if the phone has a valid cellular or wifi connection.

I was not able to reproduce.

Started with wifi and cellular on Turned off my wifi - reachabikity still ok and cellular In system settings I turned off cellular data Reachability said it's not reachable Got popup on app saying this app cannot access data because the setting was turned off.

Question to @hannesoud how did he know it was still reachable and did his reachability work properly before turning off cellular data?
