Add Costa Rica country

This PR adds Costa Rica to the list of countries/regions in the PRESETS map, including all seven provinces: San José, Alajuela, Cartago, Heredia, Puntarenas, Guanacaste, and Limón. Let me know if any adjustments are needed. Thank you!
