Release new version to delivers improvements to end-user.

The latest change https://github.com/ashinn/irregex/commit/e0fee5103e0cdf458696e8c48de983027215864c was made in last year, I think it's stable enough to create a new release to deliver these improvements to end-user.

In particular, https://github.com/ashinn/irregex/commit/6b2512d9004856a67aad241a62a499244b3eb33f fixes a bug when compiling irregex with Chez Scheme.

Thoughts?
