windows install gridencoder error

i use cmd run python setup.py build_ext --inplace
why not use cmd : python setup.py install for python site-package

@zhanghongyong123456 Hi, sorry that Windows is not supported for now. I prefer to use pip install ., but setup.py can do the same thing.
