Check and notify user when new binaries are available

As we now have a central place for binaries, Aseba Studio should offer the possibility to check for updates, and possibly launch the update process, or at least notify the user on how to update.

Maybe should this be part of a separate program, mainly Aseba Updater?

That is a good idea, but how will it fit with distribution-based packaging? Should this feature be disabled on Linux?

Maybe it should just tell the user that a new version is available, and maybe a hint on how to upgrade.

How do you plan to implement the check, in a cross-platform wide? Maybe the simplest is an url with a custom file to define this. What do you think?
